Grass verge overgrown with possible hemlock growing?

The verge is considerably overgrown which will shortly become a hazard when pulling out of Rose Avenue. There is a tall plant growing which could possibly be hemlock

Oxfordshire County Council, as the Highway Authority, is ultimately responsible for the maintenance of grass verges alongside the carriageway network throughout Oxfordshire (excluding motorways and trunk roads). Under our new approach, all roadside verges in both rural and urban areas are cut once a year. If necessary, we will trim areas that impede driver visibility more regularly.
