Parked car blocking car park to flats

There is a car (reg plate: DY18 KZR) parked in front of the entrance to my flat’s car park at the end of Millers Lane in Stanstead Abbotts (postcode SG12 8AF). There is some room to get out, but not much, and any car larger than mine would have trouble getting through. I have some elderly neighbours that regularly need ambulance services, and I’m worried an ambulance will not be able to get through. The car parked there now has been there all morning, but we have been having this problem regularly (with multiple cars), and it would be helpful to have lines painted on the street to keep people from blocking the car park.
