Missing double yellow lines

Road has been resurfaced, yellow lines and disabled bays not painted back. Cars parking on both sides of the road and pavement (unfortunately only on one side of the road when photos taken, usually cars on both sides), since late April/ early May. Can't see round the bend/corner, when turning into the road because of the cars, this is dangerous for both pedestrians and cars. Cars speed up the road round the bend due to parking on the pavements making a channel. Massive rat run road anyway. The yellow lines need to go back asap.
