Over grown / fly tipping / dangerous entry

Fly tipping from the new builds that throw it over their wall. Council house building big building from breeze blocks in their yard. Over grown plants hiding the entry. Impossible to gain access and I need emergency repairs on my house out the back and they can’t access it due to unsafe entry conditions and it’s impassible . Buddelhia bushes pulling down walls in entry etc.
