People abuseing the layby in union street

Hi my name is Adrian jefferies I live at 61 union street in the bungalows and all the poeple who live in the bunglows are disabled including me there is a lay-by out side witch people abuse leveing there cars there walking to there jobs in town parking up to use the local mosque this is becoming a issue as the disabled people in the bungalows can not park there cars there also it's haveing affect on carers not being able to park and people from the flats across the road also take advantage even been asked several times plz can thay not park there i have got sign form from everyone who lives in the bungalows can we not make it privete parking
