Regular dog fouling

Somebody is regularly walking a largish dog along parkfield road and not picking up its poo. It’s on the pavements up and down the road. Today this is what was outside my gate when I returned home from work. I have removed it but I am regularly having to do this and when I go out it’s not just outside my house. The streets are supposed to be cleaned weekly according to the council website but I see little evidence of the pavements being cleaned this regularly.
