Domestic and commercial flytipping

Domestic and commercial (no nearby business open when photo taken).

I'll ask again, why despite a council manager assurance to the contrary, do none of the multiple council, caged low-loaders that fly up and down Dumbarton Rd every single day never stop to pro-actively remove such flytipping? Nearly all are but 1/3rd full and heading back west to the depot so there's room, there's staff, but a) presumably workers won't voluntarily remove anything not on their joblist (yet) b) managers don't ensure that they DO. One big fail.
