Last year - confirmed permission was given for 4 (not the 49 that were put up). NRS: 'We have communicated with Zippo’s Circus within a reasonable timeframe that this level of advertising is not permitted. We have communicated that any advertising on safety and pedestrian barriers would not be acceptable. Any permitted advertising must be agreed going forward. '
