Outside 6 Handforth Road on the grass verge

We moved into the house in March and we have since noticed a hole in the base of the huge oak tree outside our house. On further inspection it goes quite far down and around the inside of the tree trunk. It also looks as though someone has tried to fill it with concrete or something at some point. It doesn't seem unstable at the moment but my concern is for how long? The tree towers above the height of the surrounding houses and would cause substantial damage if it did fall. Can you please come and inspect it and take some form of action. As much as I would hate for a beautiful tree to be cut down I think it may be necessary for safety.
