Hedge overgrown yet again

Yet again the owners of 1 Begbroke Lane are failing to keep their overgrown hedge trimmed back. Apart from narrowing the road, it limits visibility for vehicles turning into Begbroke Lane, resulting in them coming over to the wrong side of the road.
This hedge needs cutting back radically as over the years it’s grown far beyond its original position.

This hedge still hasn’t been cut back properly. To my knowledge it hasn’t been touched this year, while the Begbroke Village Hall hedge next to it has been cut twice.
The overgrowth is now forcing vehicles into the middle of the lane, causing scratches to cars and has already contributed to a minor collision. It’s also a clear hazard for cyclists and pedestrians.
Please escalate beyond advisory letters and issue a Highways Act s.154 enforcement notice so the hedge is cut back fully to the boundary. If the owner won’t do it, OCC should arrange the work and recharge them.
