Blocking foot path at school leaving time

The truck was blocking the pavement all 4 wheels were on the path due to there being a crossing island to its rear off side. The other cars were all on the pavement. Both sides of the road. Stirling Way Ramsgate. The cars on the side of the school entrance had parked on top of metal signs asking them not to park there, on the pavement. This is so dangerous for not only the school they are picking up from, but also the pupils from the other school up the road whom some are on bikes.
