1 cassington road land is dangerous

This piece of land with a workshop in it, next to my property, is becoming unsafe and I am unable to contact the owner. The owner has had planning permission previously to build a house on the land, details are below: 100121290846, AEM Engineers, 1 Cassington Road Yarnton Kidlington Oxfordshire OX5 1QA. This is currently no longer in date. The fencing and metal fence posts around the land have collapsed into a public footpath between our properties and the metal post has fallen into my wooden fence. The trees are growing into my thatch and I am concerned that children live close by and could be in danger of serious harm as result of the state of the boundaries and also because they could gain access to the land in which dangerous equipment is stored. I have been reporting the situation for the last 18 months with no success and been passed from one department to another. Now the situation is becoming very serious indeed.
