Hedge been across the whole path

The hedge continually comes right across the path, has been like this for too long and the roads are very busy and dangerous to walk onto to get round. Not passable for wheelchair or pushchair users without going onto the road now. This hedge needs cutting right back to the boundary not just a little clipped off
