One of the new builds at 532 Hitchin Road has it's gutting configured to pour all the rain water into the alley way. Likely to cause problems in winter, is this permitted?

I live at 503 |Hitchin Road Stopsley LU27TT. The pavement outside all the masonettes is congested with weeds. There have been two falls due to the trip hazard, including myself.
