Gate open allowing public to use drive cars on to grass area

I walk my dog through the Manor Road park most days and this week I’ve seen cars parked on the grass by the play area. Sadly one was definitely with a young child in the park and appeared to be drinking before he drove off very fast. I can not be sure who or why the first car we saw was parked on the grass.

However the gate used to be locked or at least only passable to bikes and walkers. Now cars are parking on the grass who are not working in the area. We’ve pulled half of the gate over but it can easily be pushed back by hand. Bikes and walkers can easily get though.
