Bamboo growing in havelock rec that is coming into my garden

Hello, There is a bamboo plant on havelock rec which has spread into my garden and as you will be aware is a spreadable plant that can cause damage to properties. Please can the bamboo be dug up and removed from havelock rec side to stop it spreading please
