Sent to Oxfordshire County Council and Vale of White Horse District Council less than a minute later. FixMyStreet ref: 7614943.
Awful intrusive fly posted banners attached to the pedestrian safety railings. The junction needs concentration not reading of banners. The cable ties used to affix the banners have no safety rated and detached banners are a hazard, Who is liable for problems caused?
When reporting this it usually goes like this:
You say it is a Vale of White horse issue; it is not and their website directs one to OCC. You then ask for photos - which are supplied. Months go by - nothing gets done. You then shut this report down with no proper explanation.
The issue you have is as follows’
OCC has removed banners here before. OCC has removed advertising banners in Didcot opposite the Sainsbury’s junction reported at the same time I reported problems here before.
I will remind you of legislation:
Under The Highway Act 1980, section 132 it is an offence for any person to paint or in anyway inscribe or affix any picture, letter or sign on the surface of a Highway, any tree, or structure without consent of the Highway Authority. If guilty of an offence the person can be liable to a fine of up to £1,000, and in the case of a second offence up to £2,500.

Thank you for bringing this issue to our attention. While Oxfordshire County Council is not responsible for this problem as it has not been adopted yet and still falls under the developers land for Sir Frank Williams Avenue which we do not inspect and maintain.
