Poor property maintenance

This hedgerow overhangs the footpath by about one third. Surley the resident should trim it back so that the full extent of the path can be utilised? Makes it more difficult that they park their car on the footpath too, that has obviously caused further damage to a drain cover and the level of the block paving which has become a trip hazard. Should think that the residents of these terraced properties have allocated parking to the rear as part of their property, so no excuses for damaging the footpath by parking there.
