It’s a safety hazard? Why does a parked vehicle make you think it’s a safety hazard?

An old vehicle can become a target for vandalism, arson or illegal activities. Broken glass, sharp metal edges and possible leaking fluids can endanger people.

To start with, it’s an 18 plate so is only 7 years old. There are far more older vehicles on the road older than that which will be parked up.
Has this vehicle been a target for the so called vandalism, arson or illegal activities that you are referring too? Because all I see is a van parked up at the side of the road.
Where is the broken glass, sharp metal edges and possible leaking fluids that you have also referenced? I cannot see any of these in the photos. Please provide the proof that you are referring too otherwise this report seems to be an annoyed resident who hasn’t got anything better to do than complain about something that isn’t really a council issue.
Have you thought that the owner could’ve been taken ill and therefore hasn’t been able to move it due to this? Or they are facing financial hardship and cannot afford to move it?

If you’re going to do anything, report it to the DVLA as the road tax expired on 01/03/2025. Simple check shows that. MOT is in date and expires in Sept 2025.
