Abusive and wouldn’t let me park in the space either in front or behind

Guy was a bit abusive, randomly parked in the middle of two spaces deliberately, when I politely could you move back for us he wouldn’t, told me to park over the road, was very rude and weirdly sarcastic and I do have witnesses who also politely asked him and was very baffled with his reply. All I asked was for help, wouldn’t let me park even though there is a space available and he is taken parking spaces away from the public. Especially as there are classes individuals who are going to multiple drama and classes inside the Arts Bar Studio’s and Bar. And also taken away money from the council as well! As you lost profit as I would have had to pay. He also didn’t pay for a parking ticket either. As he sat in his car for over 30 mins. Until he didn’t have to. 45 mins wasted time and money for the council. I will also be informing the police.
