Thank you for your report. Landowners and occupiers are legally obligated to properly maintain vegetation on their property that is next to the public highway. If the vegetation affects the safety of highway users, it becomes their responsibility. Vehicles have no rights to use this public footpath, and would only be expected to be maintained to pedestrian standards.
