Broken lock on gate on private service road at back of Harrow Avenue

Due to the broken lock the service road can be accessed by members of the public as well as residents of Harrow Avenue. This has led to an increase in fly-tipping (household and garden waste) as well as dog fouling on the service road. The broken lock also creates a security risk.
