'lean to' roof without gutter causing issues.

A property at 52 Valley Road has built a 'lean too' roof ajoining the alleyway. The roof has no gutter and every time it rains water pours into the alleyway onto anyone passing.
In winter this water freezes solid and creates a hazard in the alleyway. The council has a duty of care to ensure that the property owner is not creating these kinds of hazards. It needs a gutter or the roof must come down. I shall be writing to my MP if no action is taken.
