Residents reserving CPZ parking spaces with cones

Ever since builders finished a development project and left the road cones they had been using (in order to illegally reserve spaces for their commercial vehicles) certain residents of the street have taken it upon themselves to reserve public parking spaces. These spaces are for permit holders during the majority of the week however I was shouted at for parking in a perfectly legal way (on a Sunday) by a lady in her Porsche due to parking too close to the cones her husband had used to reserve "their" space (for their second Porsche.) Why do the parking wardens not remove these cones? They are keen to ticket cars that are 1 minute outside of their pay and display but blatantly ignore this flaunting of the law which occurs on a daily basis.
