Sycamore Tree needs cutting

I have had to pay for several years to have this tree trimmed back. This is owned by the council and has never been cut in the ten years I have lived here. It is requires some branches cutting that overhang the road and our garden. I was advised that I can cut any overhanging branches but do not see why I should continue to have to pay for a tree that is not owned by me. The council were in the village a few months ago and cut some of the lime trees that are in TPOs only some not all and did not touch this tree. This needs someone other then me to maintain this.
