Object reducing pavement accessibility opposite the Talbot inn

Good Morning, I’d like to bring to your attention a health and safety hazard on the Bath Road, opposite the Talbot pub. From the photo attached you can see that the owner of the house has installed downpipes and protective cages around them which block off a big chunk of the pavement (and discharge water directly on to it). There are 2 such downpipes and when cars park on the pavement it is blocked off, making it necessary to cross the road if you have a push chair or wheelchair. I walk my baby to nursery at Snapdragons and have to cross the road to get around this most days, presumably wheelchair users have to do the same. Can this please be investigated?
