Raised "speedbump" ??? on corner rocks suspension

Sent to Norfolk County Council less than a minute later. FixMyStreet ref: 7548883.

Why would you put a raised section of road, like a speedbump, right on the corner where it makes it hard to turn into the road without jolting and rocking a vehicle's suspension? There must be a better means of making this safer than potentially causing vehicle suspension problems (yes, driving slowly over it is very bumpy).
