Severely overgrown blocking pavement - near FATAL accident !!!

Severely overgrown and now covers 95% of the pavement. Was the witness to a near serious accident when a mother had to go onto the road with buggy to get round the overgrowth, at the same time a car from the ring road turned into the street. Thankfully they managed to swerve to avoid, however had another car been on the road they would've either smashed into them or run over the mother and buggy!!
