Wheelie bin full of rubbish and dog poo in lane

Wheelie bin full of rubbish and dog poo tipped on side in the lane at the bottom of Hillyfield Rd /Chestnut Walk. There is also a children’s bike that has been thrown over the wall into the malago from this lane and various items of clothing hanging from trees and lots of bottles and glasses. Is this BCC responsibility as well as the lane? The Malago needs clearing this has been full of rubbish and clothing for months. If you enter the lane from Hillyfield Rd and look over the wall/through the trees into the Malago you will see the rubbish. The bin is a little bit further down the lane.
