Road Barriers (hedgehogs) gathering waste, dog faeces, putrid water

These hedgehogs have a no drainage holes (not sure if it's intentional). They therefore function as a series of never-to-be-emptied bins with putrid water. They are increasingly disgusting and will presumably end up as a health hazard. They need to be regularly emptied (or ideally just removed and replaced with something better). Issue present since installation and only getting worse. This road has a series of them (at least ten).
