Clyde tunnel approach plot - daft cut & no delittering

1) Why has a narrow strip been cut on an area that no-one uses? 2) Why when cut was the clearly visible heavy litter buildup along the side not removed?
The current NRS grass maintenance strategy a) makes no sense b) is a fail even in terms of that strategy.
