Road blocked by bins Winchester Avenue

Resident at 95 drags hers and her neighbour's bins into the street to "reserve" her parking space whilst she's out in her car, thus causing an obstruction and annoying other residents and road users. Anti-social at behaviour at best and dangerous at worst. If she gets away with this, everyone will start doing it and chaos will ensue.

Updates

More bins in the road "reserving" a parking space for someone but this time further up. Why is nothing being done about this? Presumably, nothing will be done until one of these bins caused an accident but by then it will be too late!
