Bollards need replacing

Broken bollard has been removed by someone & the ground tarmacked over. Hcc say they are not responsible for the area - so don't know who has done the work ?

New more effective bollards need to be installed & the one removed, needs to be replaced ASAP to stop vehicular access & new signage 'prohibiting vehicles' needs to be installed at both ends. .
