Traffic lights can not be seen by oncoming traffic

When you get to the end of antrobus road you can not see the traffic light on the corner of court lane opposite because someone has either hit it or twisted it round. This is at a junction with the very busy Chester Road and people are going over the junction as they can't see the lights clearly.
