Dog fouling back area without lead

This issue has been reported before and tenants were notified about not allowing dogs out back area without lead and also to pick up their dog mess. This has fallen on deaf ears & I am sick and tired of standing on their crap while I’m putting my bins out. Also not nice for children in close as it’s disgusting at back garden. Owner stands back and watches. This is only exercise this dog gets. 15 Windhill Crescent . G43 2UP
