Road excavation site left untouched for over a day

Could someone please explain why the excavation team has not even started breaking the surface of the road? They have been present at the site since at least yesterday, yet no visible progress has been made not even removing the tarmac from a small cut in the road. A decent crew with the right tools could have begun this work much faster.

Some may say it’s because of nearby services, but even then, there are safer and quicker solutions like vacuum excavation. Instead, the road is closed off with temporary traffic lights, causing unnecessary delays and disruption.

At this rate, the work will take weeks, especially if the next excuse is waiting for the tarmac to settle. I kindly ask the council to investigate and supervise this situation properly. The work appears to be poorly managed and possibly handed to an unqualified subcontractor.
