Since people with small children have moved in rented accommodation at the end of Armstrong st and adjoining Blackpool Road, they have been filling other people's recycling bins with non-recyclable materials, such as nappies, and household rubbish. Therefore when long term residents go to get their emptied bins they are nearly full with non recyclable waste. Clearly this is very annoying, since the council say they cannot remove, as the waste is in bins. Therefore, local residents are emptying their bins on the floor to make sure it gets collected. SURELY the council should send letters to the people who are renting to tell them that this is not acceptable behavior, so to stop the problem becoming worse. As most people have lived in the area for a long time, everyone knows which houses are rented, therefore please address, and let the rented people be aware of this before any trouble occurs!
