2x missing fence panels

In 2019 and 2020 I reported an issue with the two fence panels behind my garden (reported to Helen Robert’s) they were broken and had fallen down. The council came and put them back up, but they have since been removed again leaving our properties open to random people walking down the side of my house (75) which is a private path for my neighbour at 73 to access his garden. The area behind my house is a communal car park for the properties behind and this was always blocked off by a full fence across mine and my neighbours properties. We have tried to block access using a bin with a notice on it, but people are still walking through here. My son is nearly 3 and the other day he made a dash out of our garden and ran into the open car park which is very dangerous. I would appreciate someone coming to reinstall the original fences please. My neighbour is also going to get in touch to report this. I have lived here 20 years and had a couple of years away returning in Feb, hence why this has only been reported now.
