Two HGV vehicles obstructing public footpath

Two HGV vehicles, one a white IVECO beaver tail flat bed, registration SP18 KFC, the other a white Mercedes curtain sider, registration KX15YMJ, for several weeks have been parked on the public footpath, I believe on land registered to the owners of the adjacent scrapyard and bungalow. My check today shows that neither lorry is taxed, so the owners appear to be committing offences under Highways Act 1980 of obstructing the public highway and keeping an untaxed vehicle on the public highway.

The HCC bot advised on 1 May that the case has been passed to to the appropriate HCC Countryside AccessArea Team for processing. Winchfield Parish Coucil aslo has taken an interest. The issue is obstruction of a public right of way. As the right of way is not a road maintained at public expense, the fact that the vehicles are not taxed does not appear to constitute an offence..

I think the problem is ongoing, the last time I walked the footpath three trucks were blocking it, one was almost unpassable. Now I avoid using the path.
