Rubbish dumped on pavement

A lot of household rubbish has been dumped on the pavement outside No.85 (presumably by the occupants as there is also rubbish all the way up the path and in the front garden). Rubbish on pavement includes a TV and what looks like a collapsed cabinet. Early this morning two youths were carefully and quietly picking through the rubbish and bin (the bin is also on the pavement), presumably they were being quiet to avoid waking the occupants. Really unfair to other residents to live like this. Can the council please do something?
