Pensioner trapped by the Redrow wall blocking public footpath

Sent to Cardiff Council less than a minute later. FixMyStreet ref: 7453223.

I was taking a walk on the footpath from the direction from the golf club and couldn't get back to the lantrisant road because a fence has been put up, had to retrace my steps back 2 miles. I'm presuming somebody didn't know what they were doing could it be rectified.
