Car parking blocking pavement consistently

Sent to Luton Borough Council less than a minute later. FixMyStreet ref: 7423221.

19 st Winifreds AVE. Above address is constantly blocking the whole pavement by regularly parking on the whole pavement. Has been advised a number of times that he is blocking mothers with prams and pensioners with disability cars. He don't seem to care.
