Lump of concrete with remains of post sticking out

I noticed the lump of concrete with the remains of a post sticking out of it on the verge - where the orange barriers and broken fence are. I think this would really hurt if someone fell on it.

  • Think this has probably been placed there by RESIDENTS to stop people PARKING there? During School Term Hundreds of Vehicles come into this area twice daily. A considerable minority appear to have NO RESPECT whatsoever for the people who actually live here their grass,their kerbs and their lawns. As far as they appear to be concerned their tyres churn it to mud then they just drive off.
