Street bin overflowing again

The always overflowing 'Litter and Dog Waste' street bin here is... overflowing, again, and has been for years now. Options:
1) Increase bin uplift frequency 2) Add a second bin 3) Replace with a larger bin 4) Have a word with local food stores who use it for commercial waste 5) Move the bin away from Qasioun - the worst offenders.
Continuing to do nothing is not the answer, never has been, and never will be.
