Tall Garden burner chimney stack polluting the area

Sent to East Hertfordshire District Council and Hertfordshire County Council 2 minutes later. FixMyStreet ref: 740503.

No 66 has seen fit to build a tall brick chimney attached to their green house. This has been burning constantly for some days and is causing smells and sore throats. It's fine for the resident of number 66 as the smoke doesn't fall into their garden as the chimney stack is so high - it just affects everyone else. Can the council do something about this? Is it even legal ?
