Dog mess not cleaned up

The man living at 22 Nuthatch Gardens let's his dog roam in the public grass area and doesn't clean up his waste. I just watched him witness his dog pooing and not clean it up. It happens every day. He has been asked to clean after his dog or stop him roaming but he doesn't. This area is used as a playground by at least 5 children, and more from surrounding areas.
