Illegal parking

For the past few weeks, this Blue Ford Focus GMax (Reg YB06 KLE) has been parking in the parking spaces of Mead Court (parking lots on the side of the 17-22 Mead Court building of flats ,but near the wooden railings/barrier - NOT next to the actual building of flats). This car does not belong to any residents (or our guests) of Mead Court. This Ford has been parking here in the AMs and throughout the day, but is usually gone in the late afternoon/early evening. We think they work nearby and just assume they can park in our lot for free. There are street bays nearby they can park in without taking up our parking spaces. Can you ticket and/or tow them for illegally parking here?
