Cars blocking footpath

Every school run, I struggle to get past with my pram as the cars are mounted so far onto the curb that the buggy doesn’t fit through. The school has sent multiple emails stating that no parking is allowed at all on that road during school hours, and it’s followed for a week or so then everybody starts doing it again. I don’t want it to come to someone with a pram or wheelchair, having to go in the road and around a car, to be hit before something is done.
