Dumped car seats

Sent to East Hertfordshire District Council and Hertfordshire County Council less than a minute later. FixMyStreet ref: 7336612.

A vary antisocial person has dumped 2 complete car seats in this lay by.. Why is there not CCTV as in the lay by further along the same road near the turn off to Tewin? It seems to have stopped dumping there.
