Advertising Vehicle parked on footpath

For 18 months there has been a van with advertising parked in this spot on the footpath. Not there is also a motorcycle. I think these belong to one of the moorings, but there is a car park about 20m away. Having a moorings should not give the boat owners the right to obstruct the footpath. These vehicles are an eyesore to the building next to it which pays enormous rates to be in the harbour side. Please, Just park where vehicles belong.
